(Worthy News) – Thousands of people protested outside the California state capitol Tuesday, appalled at the advancement of what they describe as a “diabolical” bill that removes all civil and criminal liability in the deaths of newborn babies, CBN News reports.

The California Assembly Health Committee voted 11-3 to advance the bill known as AB 2223.

Described by pro-life activists as The Infanticide Bill, the AB 2223 legislation claims to protect abortion rights by denying any and all investigation into the death of “peri-natal” infants – postpartum babies who are up to 28 days old.

By including ‘peri-natal’ infants in its scheme of protecting abortion rights, the bill removes the duty of coroners to investigate the deaths of babies who are born alive but who die as a result of suspected self-induced or criminal abortion that would normally be considered murder. Moreover, in the event a coroner decides to investigate the cause of death, no civil or criminal accountability can follow for anyone concerned.

The bill was advanced by Assemblymember Buffy Wicks (D-Oakland) and co-authored by Assembly Speaker Pro Tempore Kevin Mullin (D-South San Francisco), who claims the bill is about protecting abortion rights. However, rights groups attest the prohibition against investigating the deaths of postpartum ‘peri natal’ infants has taken the abortion issue into the territory of infanticide.

“California lawmakers have crossed a red line by seeking to legitimize the killing of hours-old and even week-old infants. This is not about expanding abortion rights; this is a degree of evil that the overwhelming majority of Americans, regardless of how they identify politically, cannot stomach. We will be working to defeat this insane and diabolical bill,” Attorney Matthew McReynolds with the Pacific Justice Institute (PJI) said in a statement.
